- CAPTCHA Security Enabled for Attacking...
First:
The frequency of encountering Cyberkilla's little pop-up was not, in my opinion, excessive.

I have 1247 turns left out of my max of 1500. Except for a few people whose profile pages contain obscenities which causes them to be blocked by my new content filters, I have attacked everybody I could with Random Slaughter. According to "Objectives", I have 312 victories today. 1247/19 = 65.63. Are there generally 65 out of 300 people who are holding enough cash to make it worth blowing 20 turns on? Not in my experience. What if I started a couple of raids, that would reduce by 600 the number of turns that would have to be accounted for by spending 20 per attack. OK, so we have 647, which divvys out to 34 hapless victims of my larcenous tendencies. Are, in your experience, 10% of your attack range worth spending 20 turns on (obviously, this does not apply to the folks on the first page or two)?
I know what you mean. It is unwise to use all 20 turns on every enemy, unless you are on a money collecting run
Otherwise, the suggestion at the moment is the only crank up the turns when your enemy has more cash than normal on hand.
Strategy. I find it adds to gameplay, rather than taking something away from it.
Update: I have implemented a CAPTCHA system to protect the attack pages from macro attacks. I spoke about doing this before, but I had delayed my efforts on it until recently.
I received reports of several players requesting for macro software to auto-attack. This is unacceptable, and I have preempted their efforts with a random CAPTCHA image that will trip macros.
Cheating is NOT acceptable. If you don't want to play properly, don't play at all, and save us the ha**le.
The CAPTCHA won't annoy you too much, because it does not appear on every attack.
However, it happens frequently enough to trip up cheaters.
There will be even more measures taken to prevent these irritating individuals in the near future.

i wish her name to be taken off this list this is inconsiderate, considering the fact that half of the players levels 90-200 been hitting inactives lower than their attack range !!!!!

I'll give you my strategy, I'm not saying it's the best set in stone way of doing things but it's how I do it so... Also keep in mind that I can max my turns to 3500 and I get 592 turns per hour <--- that makes a big difference in what you can afford to spend on attacks.
I spend 20 turns on anyone who has over 150k in cash on hand, I think it has something to do with what I used to do in round 3 but I don't really know for sure. Knowing how my brain works I probably took the amount I used to attack for and ran some calculation on it to come up with 150k. Also as a way of cleaning the list, I see how many users have logged in the last 30 days and then I sort the list by money attacking every inactive for 20 turns each. It's my little way of pushing all the inactives to the back of the money list. <--- do not try this, I only do it because of how many turns I have to blow, not everyone can afford that luxury.

Hitting inactives below your attack range is not cheating, in fact it's the only way to grow effectively. What that cheating macroer has to do with this is beyond me.

Hitting inactives below your attack range is not cheating, in fact it's the only way to grow effectively. What that cheating macroer has to do with this is beyond me.
