Even "positive" skills? Perhaps if it was just 1 skill at a time, and it had a fairly large cooldown

Yeah I wouldn't doubt it's been said, and I've thought of this before too. I would love to have a skill that reduces skill cooldowns. Could even be a gem or crystal that can be socketed into armor that can reduce them by a percent, possibly.
