Point Raffle page's How to Play's last paragraph appears to be taken from Lottery. It should instead inform about needing at least 10 players before draw happens.

To be fair, most players already knew the rules, so they probably never bothered to check it, I only noticed because of discussion in its chat. xD

I feel like it has been mentioned at times. Maybe not directly that it doesn't state it requires 10, but I know it wasn't the first time I asked to confirm it was 10 minimum. I also seem to recall asking about it, because it had been like 3 or 4 years since a roll even happened lol.
