The problem with this is that we just don't know if they're going to be unsuspended in the future. Only a subset of banned players will be permabanned.
And of those, the effort required to write code to automatically harvest their items is outweighed by the vanishingly small number of permabanned players we have (and I hope that never changes

)Might be nice if disbanded guild vault items were pushed into the abandoned items page, but again, it's a (hopefully) small number of guilds which disband with items in their vault.
