Similar to some other games, can we have server-wide raids?
For example: 1 boss with overly insane HP. Each guild can attack this boss 15x per day (maximum).
Having a maximum will encourage guilds to wait for as many players to join each raid as possible, but also not to wait too long where you'll only be able to get 10 attacks in for the day.
Drops can include items, points, medals, etc.
I think this will encourage guilds to make set times for players to log in an join raids. It'll get more players to come on consistently throughout the day, especially if rewards are worth-while.

Hot damn. The raids could give higher quality items than rare too.

Now, would this mean that we won't actually be able to take it out in a single raid? That we would need to constantly raid it to whittle down its HP and hope that we are the guild that finally kills it to win the items?

The first half, yes. Whittle down HP, so you can't do in one raid. It could end up being hundreds of raids to kill it.
Second half, no. Total damage done by each guild is tabulated. Drops are given according to which guilds did the most damage.
So even a guild that comes in fourth place might still get 1 drop (if their damage is significant), but the guild that did the most damage could get 6 (for example).

I rather like this idea. Raiding bosses like these would have to be changed though. I don't know if anyone would want to join 15 or so raids everyday that they are almost guaranteed to lose. That's a lot of exp and guild cash lost everyday.
If these raids could be made so that you don't lose things like that, or the loss it significantly less I can see this happening.

I forgot about that detail. You wouldn't lose cash nor exp. Unless Cyber would prefer to have small punishments for losses, but I don't recommend it.
It's basically an extra thing to do every day. There shouldn't be a punishment for it.
