It should be a skill... like steal 1% of the bank or somthin..

yes its simple putting it in those terms but its alot more complicated then that (smiley)
e.g setting the amount, how long the skill will last for, what the cool time will be..
same will be said for the bank defence skill... 
the length of the skill and cool down time should be set first then make the % taken after.
