Personally think the Lottery is alright the way it is, no changes needed.

that might discourage those with less Cr to not attend the lottery, since they cant get 10mil every day, nor even every second day.
even 5mil is kinda hard to get daily. (at least if you dont give defends)
DL's idea is the way to go if you want the lottery to be more active. i think it will also raise the pot size a bit at least.
