Instead of the current system could we not take it right back to basics?
Basically remove the charge and instead just have 1% and a 10% share of each bounty that way the monthly compet*tion i still fair. Plus anybody and everybody can collect a bounty (even people on the same IP).
It could also incorporate in time inner guild bounties for that extra edge in gameplay
