I had to purge the old ones from the system yesterday(smiley)

I have not decided yet.
The idea was to scatter them through their respawn time.
The stronger ones will tend to take longer to respawn(since they are more useful/less often hit).
The weaker ones will be hit a LOT by many players so they will be hastier on the respawn.

The whole point of the 'global' respawn is to encourage a steady stream of npcs - you won't be able to kill them all to the point that you have to wait for them all to return at once.
They will trickle back to life so there is a chance for everyone to hit them.
